Glacier Administrative Lead Coordinator and Consultant
As HSA’s Administrative Coordinator, Kiesella Cook holds a key role in overseeing the day-to-day operations of the firm and ensuring smooth internal coordination across teams. In addition to this role, she serves as the primary point of contact for the Glacier Platform—HSA’s all-in-one solution designed to support Rural Health Clinics.
Kiesella plays an essential part in helping clients navigate and maximize the Glacier platform by streamlining access to critical tools, resources, and services that support compliance, operational efficiency, and overall program success. She is committed to delivering a smooth and welcoming onboarding experience for every client, offering personalized support and working closely with HSA’s consulting team to connect clients with the right experts based on their needs.
Chris Christoffersen
Principal, President and CEO
Chris is Principal, President, and CEO of Health Services Associates, Inc., where she has worked closely with Rural Health Clinics nationwide for over 30 years. A graduate of Ferris State University with a degree in Accounting and Business, Chris brings deep expertise in financial analysis, education, and strategic guidance to rural healthcare providers.
In addition to guiding clinics through regulatory, financial, and operational challenges, Chris leads HSA’s team of dedicated professionals with vision, collaboration, and a steadfast commitment to the firm’s mission. Under her leadership, the HSA team continues to honor its tradition of service while embracing forward-thinking solutions to improve access to care in underserved communities across the country.
Michelle Renee
Director, Enrollment & Certification
Michelle holds a degree in Business Administration. She enjoys assisting providers in reaching their goals of becoming certified rural health clinics. Her focus areas include RHC Project Coordinator, Initial & Recertification Mock Surveys, Program Evaluation Facilitator, Medicare and Medicaid Credentialing, and Team Leader.
Julie Quinn
Principal, VP of Compliance and Cost Reporting
Julie, a CPA, is Principal and Vice President of Compliance & Cost Reporting at Health Services Associates, Inc., with over 30 years of experience in Rural Health Clinic cost reporting and compliance. She began her career with RHCs at a Medicare Administrative Contractor (MAC), where she led the auditing division reviewing cost reports for initial and final settlements. For more than 15 years at HSA, Julie has led our firm’s cost reporting team, completing hundreds of RHC cost reports each year. Now she submits those cost reports to auditors at the MACs, bringing invaluable expertise to advocate for clinics, maximize their reimbursement, and navigate the complexities of state-specific rate-setting and settlement processes.
Julie is also a respected national speaker and advisor, helping rural providers, state agencies, and hospital systems develop RHC best practices. She consults with clinics on feasibility studies, comparing fee-for-service and RHC models to determine if it’s a better fit for a clinic in the RHC Program.
Julie Wiegand
Principal, Vice President of Medical Billing Services
Julie has over 30 years of experience in Rural Health Clinic billing. She began her career working directly in a Rural Health Clinic, gaining hands-on expertise in enrollment, ensuring proper claims payment across all Medicare and Medicaid plan types, and assuring the RHC is collecting the rate per visit it is entitled to.
Widely recognized as one of the leading professionals in the RHC billing field, Julie leads HSA’s team of skilled RHC billing specialists serving clinics nationwide. She also provides RHC billing webinars and education — working with rural clients and state offices alike — to help providers and policymakers better understand and navigate the complexities of RHC billing. Through her leadership, education, and process improvements, Julie helps clinics maximize reimbursement, improve efficiency, and remain compliant while serving their communities.

MARYBETH GLEASON
Billing and Compliance Analyst
Marybeth is a Billing & Compliance Analyst at Health Services Associates, Inc., where she supports Rural Health Clinics through operational, regulatory, and billing challenges. She holds a Bachelor’s degree in Accounting and is pursuing her Master’s degree in Human Resource Administration. Since joining HSA in 2016, Marybeth has developed a reputation as a leader in her areas of expertise — streamlining processes, improving efficiency, and guiding both internal teams and clinic staff toward success.
Known for her positive nature and ability to connect easily with clients, Marybeth brings a sense of teamwork and collaboration that helps bring HSA’s efforts full circle. She leads by example in making complex requirements approachable, fostering trust with providers, and improving workflows for everyone she works with.

Credentialing Specialist
Elise serves as Credentialing Specialist at Health Services Associates, Inc. She brings with her valuable experience serving patients and providers after leading in a busy pharmacy setting. Through her work coordinating with insurance companies and healthcare professionals, Elise developed a strong foundation in patient service, provider relations, and navigating complex credentialing processes.
At HSA, Elise is stepping into a leadership role, guiding the credentialing team as they support Rural Health Clinics nationwide. Her approachable demeanor, attention to detail, and commitment to excellence help ensure providers meet all regulatory and payer requirements — empowering them to focus on delivering quality care in underserved communities.
